The public parks of the village shall be open only between 6:00 a.m. and 9:00 p.m. No person, other than village personnel conducting village business therein, shall occupy or be present in such public parks during any other hours. However, the Park and Recreational Commissioner may exempt from this section any groups or individuals taking part in scheduled and organized activities in the public parks, such as recreational athletic leagues or scheduled festivals whose events may extend beyond 9:00 p.m.
