§ 1062.01 GENERAL REGULATIONS.
   (a)   Purpose; public park defined. This section shall govern the use of all public parks of the municipality. PUBLIC PARK means any tract of land owned, operated or used by the municipality primarily for recreational purposes for the benefit of the residents of the municipality, together with any adjacent land owned, operated or controlled by the municipality, whether the land is developed or undeveloped.
   (b)   Motor vehicles. The use of motor vehicles in public parks is limited as follows:
      (1)   The speed limit shall be ten miles per hour through all park areas.
      (2)   No person shall repair, wash, wax or do any type of work on a motor vehicle on park property.
      (3)   The parking of motor vehicles is restricted to areas designated for parking only.
      (4)   No person shall drive a motor vehicle upon any surface in a park area other than paved surfaces intended for vehicular traffic. Driving across ball diamonds or outfields, tennis courts or jogging, walking or bicycle paths is prohibited.
      (5)   Motorcycle climbing or riding on turf or sidewalks is prohibited.
      (6)   No person shall park a motor vehicle in a public park after sunset, unless an approved scheduled event is in progress.
      (7)   Unlicensed motor scooters, go-carts, and other vehicles not capable of being licensed as motor vehicles by the state are prohibited.
   (c)   Alcoholic beverages. No alcoholic beverage is permitted in public parks, except that the Village Administrator may authorize, by permit, the use of beer having an alcoholic content of not more than six percent in public parks, subject to § 1062.02.
   (d)   Fires. No open fire is permitted in public parks, except in grills provided for that purpose.
   (e)   Littering. No person shall litter or throw trash in public parks. The waste shall be placed in proper containers.
   (f)   Bicycles. Bicycles are not permitted on baseball diamonds or tennis courts, or on the walking path in Gardner Park, or on other locations in the parks which are posted to prohibit bicycles.
   (g)   Activities.
      (1)   All activities in public parks must be scheduled and approved by the Recreation Board and a permit obtained therefore.
      (2)   All spectators of activities in public parks must stay out of playing areas during scheduled games or other activities. No spectator shall stand behind a backstop while a baseball game is in progress.
   (h)   Property destruction. Malicious destruction or removal of vegetation and/or equipment in public parks is prohibited.
   (i)   Glass containers. No person shall possess any glass container in any public park.
