Any garbage or trash can, or any receptacle having ragged or sharp edges or any defect that is liable to injure or hamper the person collecting the waste, shall be replaced immediately with a new can. Any defective can, when used, may be taken out of service by the village. The village shall not be responsible for the cost associated with a replacement container.
