§ 154.001 STATUTORY AUTHORIZATION.
   The state legislature has in G.S.§ 143-211; G.S. Ch. 160D, Article 11; and G.S. § 160D-923, delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety and general welfare.
