§ 111.03 GROUNDS FOR LICENSE DENIAL.

   The Board of Commissioners shall not issue a license to any applicant who:

   (A)   Has been convicted of unlawfully selling intoxicating liquors or narcotic drugs;

   (B)   Is not a resident of this state;

   (C)   Is of immoral character; or

   (D)   Is an habitual user of alcoholic beverages or narcotic drugs.
