Whenever the town’s Board of Commissioners finds that raw water supplies are below the level necessary to meet normal needs and that serious shortages exist, it shall be empowered to declare by adoption of a resolution that a water shortage emergency exists. Class 1, essential uses shall be identified, in specific, as targets for voluntary conservation initiatives. Also, all Class 2, socially or economically important uses shall be banned in addition to the Class 3, non-essential uses. These restrictions shall continue until the emergency is declared ended by resolution of the town’s Board of Commissioners. Publication of these resolutions shall follow the provisions in § 51.03 of this code.
