It shall be the duty of the City Clerk-Administrator, Treasurer to administer and enforce the regulations prescribed herein. Applications for permits and variance shall be made to the Clerk-Administrator, Treasurer upon a form furnished by him or her. Permit applications shall be promptly considered and granted or denied by him or her. Variance applications shall be forthwith transmitted by the City Clerk-Administrator, Treasurer for action by the Board of Adjustment hereinafter provided for.
