All franchises shall provide the city with maps, charts or plats showing its lines, facilities and appurtenances constructed or installed on public property. Such maps, charts and plats shall be continually revised to show any changes thereon. Any such facilities, lines and appurtenances shall, at the direction of the city, be moved or rearranged when necessary to accommodate municipal use of such public property, and at the expense of the franchisee.
