Provisions of this chapter relating to municipal utilities shall constitute portions of the contract between the city and all consumers of municipal utility services, and every such consumer shall be deemed to assent to the same. All contracts between franchises and consumers of utility services, other than municipal, shall be in strict accord with the provisions of this chapter. (Ord. 84, 6th Series, eff. 3-21-2016)
