9.05: EMERGENCY:
In order to facilitate movement of traffic and promote public convenience in times of emergency, the following additional parking restrictions shall be in effect:
   A.   Emergency Defined: An "emergency" means a condition created on City streets because of the presence of snow, freezing rain, sleet, ice or snowdrifts thereon, or other natural phenomenon which create, or are likely to create, hazardous road conditions or impede, or likely to impede, the free movement of fire, health, police, emergency or other vehicular traffic when the same shall have been duly declared by the City Engineer, or in his absence, the Chief of Police.
   B.   Parking Prohibitions: Whenever it becomes necessary to have parked cars removed from the streets or Municipal parking lots in order to remove the snow or debris therefrom, the Street Department shall place an adequate number of signs on the streets and avenues from which snow or debris is to be removed. If snow or debris is to be removed between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M., such signs shall be posted at least two (2) hours before the time of the intended removal of the snow or debris; and if snow or debris is to be removed between the hours of six o'clock (6:00) P.M. and eight o'clock (8:00) A.M., such signs shall be posted not later than four o'clock (4:00) P.M. on the day of such intended removal. Such signs shall read as follows: "No Parking. Snow (Debris) Removal at       o'clock    .M.", and the time of snow or debris removal shall be inserted on said sign. All parked cars shall be removed from the streets and avenues not later than the time designated on such signs.
   C.   Authority: The Chief of Police shall have the authority, when he deems it reasonably necessary, to prohibit or restrict parking of vehicles along any street and any Municipal parking lot in the City. The Chief of Police shall, at least two (2) hours before the intended prohibition or restriction, post signs to such effect, and it shall be unlawful for any person to park or leave unattended any vehicle in violation thereof.
