8.02: VEHICLE OPERATIONS:
   A.   Driver's License Required: No person shall drive or operate a motor vehicle upon any street or highway in the city without having in his possession, as required by the laws of the state 1 , a valid driver's license or chauffeur's license.
   B.   Plates Required: No person shall drive or operate a motor vehicle without having thereof proper motor vehicle license plates as required by the laws of the state 2 .
   C.   Consent Required: No person shall drive or operate a motor vehicle belonging to another without the owner's consent. (1992 Code)
8.03: U-TURNS AND TURNABOUTS:
It is unlawful for any person to operate a vehicle by U-turn or turnabout so as to proceed in the opposite direction upon any street, except at a street intersection, and then only if the street intersection is not signposted prohibiting a U-turn or otherwise controlled by a traffic signal; provided, that any person making a permitted U-turn shall yield the right of way to all other vehicles.
