7.14: CURB AND GUTTER, STREET AND SIDEWALK DEFACEMENT:
It is unlawful for any person to deface any street, sidewalk or curb and gutter for any purposes, including advertising purposes, except as the same may be done by City employees acting within the course and scope of their employment; provided, however, that this provision shall not apply to uniformly coloring concrete or other surfacing as such coloring shall be approved by the Public Works Director/City Engineer. For the purposes of this section, the use of nonpermanent and easily removable substances including, but not limited to, chalk to temporarily letter, color, decorate or mark any sidewalk shall not be considered to deface such sidewalk.
