A. The provisions of this chapter and chapters 8 and 9 of this code applicable to the drivers of vehicles upon the streets shall apply to the drivers of all vehicles, including, but not limited to, those owned or operated by the United States, this state, or any county, city, town, district or any other political subdivision of the state, subject to such specific exemptions as set forth in this chapter and chapters 8 and 9 of this code, with reference to authorized emergency vehicles.
B. Every person riding a bicycle or an animal, or driving any animal drawing a vehicle upon a roadway, shall be subject to the provisions of this chapter and chapters 8 and 9 of this code applicable to the driver of a vehicle, except those provisions which by their nature can have no application. Provisions specifically referring to bicycles shall be in addition to other provisions of these chapters applying to vehicles. (1976 Code)
