6.31: PET FACILITIES:
   A.   Kennel License Required: It is unlawful for any person, firm, or corporation to keep, congregate, or confine more than two (2) dogs over (2) months of age without a valid kennel license issued by the State of Minnesota Animal Board of Health, pursuant to Minnesota Statutes 347.31 through 347.40, including as a Pet Training Facility, except this restriction shall not apply to: (1) any veterinarian licensed to practice in the State of Minnesota in the normal pursuit of the practice of veterinary medicine; (2) a humane society; (3) a pound owned and operated by a political subdivision of the state; or (4) a Pet Groomer, as defined herein.
   B.   Restriction: No kennel shall be licensed at a location other than within a commercial or industrial zone of the City.
