4.71: COLLECTION OF SOLID WASTE FROM RESIDENTIAL DWELLING UNITS:
   A.   Collection Of Solid Waste Material: It shall be the duty of every residential dwelling unit to place solid waste materials in a City garbage bag or within a City provided solid waste container and set the solid waste materials out for collection behind the curbline of the street or avenue abutting their property. The City may designate alley pickup in certain areas where street pickup would be deemed too dangerous to the garbage hauler. In no event shall containers be placed in the street or on the sidewalk or in any manner placed where the containers will interfere with vehicle or pedestrian traffic. Containers can be placed no earlier than six o'clock (6:00) P.M. of the afternoon preceding the collection day and must be removed by six o'clock (6:00) P.M. the day of collection. Solid waste shall not be piled in the solid waste container so as to prohibit closure of the lid of the container.
   B.   Solid Waste Collections: The City shall ensure that a service is available for collection of solid waste materials from residential dwelling units. The City shall provide owners and occupants of units with information regarding authorized solid waste procedures.
   C.   Containers: The City of Little Falls may provide a container or containers for solid waste collection to each residential dwelling unit. Garbage containers will be watertight and constructed to industry standards of a solid and durable grade of plastic.
Residents shall keep containers clean and free from accumulation of any substance remaining attached to the inside of the container which would attract or breed flies, mosquitoes or other insects. The area surrounding garbage containers shall be maintained in a clean and sanitary condition. The contents of all receptacles shall be protected so the wind cannot scatter the contents over the streets, alleys or other property within the City. All containers shall be securely closed in a manner as to prevent the scattering of the contents and to make them inaccessible to insects, rodents and other animals.
