Every person or persons desiring a supply of water must file an application with the Utilities Superintendent or Village Clerk. The Superintendent may require any applicant to make a service deposit in such amount as has been set by § 52.20 of this code. Water shall not be supplied to any house or private service pipe except upon the order of the Superintendent.
