Every occupied residence and every commercial, institutional and governmental building in which day to day activities are conducted within the municipal limits of the village, shall be served by the village’s solid waste collection and disposal service and shall be subject to the assessment and payment of charges for such service as set from time to time by the governing body. The village may also agree to provide service to persons who do not live within the village limits but who are served by municipal utility services of any kind or who are within such close distance to the village limits as to make such service economical and practical for the village and its contracted hauler.
