§ 32.04 PHYSICAL EXAMINATION REQUIRED.
   (A)   No person shall be employed by the Police Department, Fire Department or Emergency Services who has not first been examined by a physician licensed to practice medicine in this state, who shall submit, in writing, to the city a report certifying that, in the opinion of that licensed physician, and based upon that physical examination, the person is physically fit and able to perform the duties and demands of the person’s proposed employment by the city with due regard for the safety of that person and of others. The report of the licensed physician shall note any pre-existing physical conditions that would in any way limit or restrict the type of work or duties which the person may perform.
   (B)   The physical examination and physician’s report required by division (A) may be performed by the physician of the person’s choice at the expense of the city; however, the city may request a physical examination and report by a second licensed physician of the city’s choice at the expense of the city, and, in that event, the person seeking employment shall submit to this examination as a condition of employment.
   (C)   The requirements of this section shall not operate and shall not be construed to operate to discriminate arbitrarily or unreasonably against the employment of any person by the city who has any physical or mental handicap or disability, any discrimination being contrary and repugnant to the policies of the city and expressly prohibited.
