(A) No person, being the driver or the manager of any vehicle for the conveyance of passengers or property for hire, licensed under any ordinance of the city, shall, when requested, and on the tender of his or her lawful fare, refuse to carry any person or property.
(B) The driver or manager of any vehicle, as mentioned in division (A) of this section, may refuse if he or she is actually engaged at the time, or if by carrying that passenger or property the driver would violate an ordinance of the city.
