Licenses issued under this subchapter shall not be transferable, and a license issued under the provisions of this subchapter confers a privilege to the licensee to operate as a taxicab the particular vehicle for which a license is issued and none other; provided, however, that, if a licensee withdraws from operation a particular vehicle and replaces it with another vehicle, no new or additional license shall be required, provided the licensee shall give notice in writing within 10 days after that change to the City Clerk that he or she has made the change herein authorized, together with the motor number and the state license number of the taxicab so withdrawn from operation and of the taxicab used as a replacement.
