Any license issued under this subchapter may be revoked by the Mayor or by a majority of the members of the Council whenever, in the judgment of either, the public welfare requires the revocation. This application and acceptance of any license issued under this subchapter shall constitute an agreement between the parties to the license, even though the license itself does not state the fact, that the license may be so revoked as in this section provided.
