(A) The license fee for each mechanical musical device, as herein defined, shall be the sum of $60 per year. The license fee shall be payable in advance, and in no case shall any portion of the license fee be refunded to the licensee, nor shall the amount of the license fee be reduced on account of the application for the license being made after a part of the 6-months’ period for which the license is to be issued shall have expired.
(B) The license shall be non-assignable and nontransferable.
