Any person who violates, neglects, refuses to comply with, or assists or participates in any way in the violation of any of the provisions or requirements or this chapter or of any of the provisions or requirements of any adult establishment license shall be fined not more than $700 for each violation. Each day a violation continues shall constitute a separate offense. The Adult Use Commissioner shall give written notice to any person of any violation and the fine imposed by serving a citation in person or by certified U.S. mail, postage prepaid, return receipt requested, addressed to the licensee's address as set forth in the licensee's application.
