§ 91.65  SYSTEM ESTABLISHED.
   (A)   All houses fronting upon the public streets, avenues, and thoroughfares within the city shall be numbered in conformity with the decimal system, and the rules following.
      (1)   The right-of-way of the Penn Central Railroad shall be the base or dividing line for numbering all houses on all streets or avenues running north and south, and State Street shall be the base or dividing line for all streets and avenues running east and west.
      (2)   All that portion of streets and avenues running north and south crossing and being north of the railroad mentioned above shall be designated by the prefix “north,” and all that portion of these streets crossing or being south of that railroad shall be designated by the prefix “south.”  All streets or avenues running east and west and crossing State Street, for all that portion of the same lying east of State Street shall be designated by the prefix “east,” and the portion of these streets lying west of State Street shall be designated by the prefix “west.”
      (3)   The first number upon each side of the railroad mentioned above shall be 100, and progress north and south therefrom at the rate of 100 numbers to each block.  The first number upon each side of State Street shall be 100, and progress east and west therefrom at the rate of 100 numbers to each block.
      (4)   The odd numbers shall be used upon the north side of streets running east and west, and upon the west side of streets running north and south.  The even numbers shall be used upon the south side of streets running east and west, and upon the east side of streets running north and south.
   (B)   All irregular or unusual sized blocks, and all irregular streets, shall be numbered as may be specified by the City Engineer, adhering as nearly as possible to the foregoing plan.
