(A) Notice of the public hearing shall be given not more than 30 nor less than 15 days before the hearing:
(1) By certified mail to the applicant and to the last known owner of property adjoining the premises in question; and
(2) By publication in a newspaper of general circulation within this municipality for a minimum of 3 times.
(B) This notice shall indicate the time, date, and place of the hearing, the location of the property and the nature of the proposal.
