9-3-9: UNAUTHORIZED REMOVAL OF COLLARS, TAGS AND MUZZLES; EXCEPTIONS:

It shall be unlawful for any person, other than a police officer, community service officer, licensed veterinarian or owner, to remove the collar, license tag or muzzle from any dog or cat within the limits of the Village without the consent of the owner of such animal.
