Notwithstanding any other provision of this chapter, the village may remove any newspaper dispensing device from public property which, because of its location or condition, poses an immediate threat to the health, safety and welfare of the public or a member thereof. In this event, a hearing before the village manager shall be held, upon the request of the owner, within three (3) days following the removal, for the purpose of determining whether there is a continued need for the removal. The village manager shall issue a ruling immediately at the time the hearing is concluded. This decision is appealable pursuant to the provisions of section 7-11-6 of this chapter.
