7-1A-1: APPLICABILITY:

The provisions of chapter 1 of this title shall apply to all excavation and construction within the right-of-way. This chapter provides additional requirements and regulation of right-of-way, not limited to construction or utility regulation. (Ord. 2008-4185, 3-17-2008)
