Whenever a violation of this title occurs, or is alleged to have occurred, any person may file a written complaint. Such complaint shall state fully the causes and basis thereof, shall be filed with the corporate authorities and the corporate authorities shall properly record such complaint and immediately investigate and take action thereon, as provided herein.
Any person who violates, disobeys, omits, neglects or refuses to comply with, or who resists the enforcement of any of the provisions of this title, shall be fined as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for each offense. A separate offense shall be deemed committed for each day that a violation is permitted to exist. (Ord. 96-2776, 5-20-1996; amd. Ord. 2021-4921, 9-20-2021)
