3-4-2: SOLICITATION PERMIT REQUIRED:
It shall be unlawful for any person to engage in solicitation activities unless such person shall have first obtained a solicitation permit from the village as hereinafter provided, with the following exceptions:
   (A)   Act Of Expressing Ideas: Persons engaging in the act of expressing ideas or distributing free literature for charitable, benevolent, philanthropic, patriotic, not for profit, religious, eleemosynary or political purposes shall not be required to obtain a solicitation permit from the village unless and until such activities are coupled with a request for donations or the offering of property or services for sale.
   (B)   Placing Hangers On Doors: Persons placing hangers on doors for noncommercial solicitation purposes without attracting the attention of the occupant shall not be required to obtain a solicitation permit from the village.
   (C)   Constitutional Rights: Nothing in this chapter shall be interpreted or enforced to deprive any person of any rights guaranteed under the constitutions of the state of Illinois or the United States. (Ord. 2011-4408, 10-17-2011)
