1-19-3: APPLICATION REVIEW PROCESS:
   (A)   Upon receipt of a fully completed and executed PSEBA benefit application, the village manager shall review the application and supporting documentation, and if necessary complete additional fact finding and/or investigation.
   (B)   The village manager shall make a written recommendation, including reasons for the recommendation, to the village board within forty five (45) calendar days after the later of the following:
      1.   The submission of the relevant documentation; or
      2.   The completion of the such additional fact finding or investigation as deemed necessary or appropriate by the village manager.
   (C)   The village manager's written recommendation shall state whether:
      1.   The applicant is eligible for benefits under PSEBA; or
      2.   A hearing should be convened in order to determine whether or not the applicant is eligible for benefits under PSEBA and shall inform the applicant, in writing, of the decision and the reasons for the decision.
   (D)   If the village manager recommends that the applicant is eligible for benefits under PSEBA, the recommendation shall be presented to the village board at the next regularly scheduled village board meeting (subject to notice provision of the open meetings act).
   (E)   The village board shall make a determination that:
      1.   The applicant is eligible for benefits under PSEBA; or
      2.   An administrative hearing should be convened in order to determine whether or not the applicant is eligible for benefits under PSEBA. (Ord. 2016-4676, 9-12-2016)
