1160.03   COMPLIANCE REQUIRED; EXCEPTIONS.
   (a)   The regulations set forth in this Zoning Code pertaining to each district shall be minimum regulations and shall apply uniformly to each class or kind of structure or land except as hereinafter provided.
   (b)   No building, structure or land shall hereafter be used or occupied, and no building or structure or part thereof shall hereafter be erected, constructed, reconstructed, moved or structurally altered, unless in conformity with all of the regulations specified in this Zoning Code for the district in which it is located except as defined in Section 1176.01.
   (c)   No building or other structure shall hereafter be erected or altered to exceed the height limitations, to accommodate or house a greater number of families, to occupy a greater percentage of lot area, or to have narrower or smaller rear yards, front yards, side yards or other spaces, than required by this Zoning Code, or in any other manner contrary to the provisions of this Zoning Code.
   (d)   No yard or lot existing at the time of passage of this Zoning Code shall be reduced in dimension or area below the minimum requirements set forth in this Zoning Code. Yards or lots created after the effective date of this Zoning Code shall meet at least the minimum requirements established by this Zoning Code.
   (e)   Exceptions to these regulations in specific cases shall be authorized by the Board of Zoning Appeals where there are practical difficulties or unnecessary hardships in carrying out the strict letter of this Zoning Code, provided that such exceptions are in harmony with the general purpose and intent of this Zoning Code and in accordance with the procedures and provisions specified in Chapter 1164. Hardship shall be based on physical limitations of the land or structures and does not encompass financial considerations.
   (f)   In reviewing take cognizance of the development of neighboring buildings and properties for the purpose of achieving safe, harmonious and integrated development of related properties.
