The subdivider shall file in the office of the Planning Commission for all subdivisions, major or minor, a plat map prepared by a qualified surveyor to practice in the State, and certified by him to be correct. The final plat shall conform to the preliminary plat except where changes or modifications have been agreed to by the Commission and the subdivider. The plat shall constitute only that portion or section of the approved preliminary plat which the subdivider proposes to record and develop at the immediate time in conformance with these regulations. Each successive section shall have sufficient area and proper boundaries to provide street traffic circulation and satisfactory drainage and sanitation without depending upon proposed future construction of other sections.
