(a) Upon learning of any violation of this chapter, Village Council shall cause written notice to be served on the person owning or having charge of such land, including an owner, or his or her lessee, agent, or tenant, and notifying him or her of the requirements of this chapter and that such weeds, grass, or vegetation shall be cut, removed and/or destroyed within five days after service of such notice.
(b) If the address of the owner or other person having charge of such land is known, the notice will be sent to his or her address by certified mail and/or may be served personally by the Chief of Police or any officer. If the address of the owner or other person having charge of such land is unknown, it shall be sufficient to publish such notice once in a newspaper of general circulation in Columbiana County, Ohio.
