(a) No person owning or having charge of any land within the Village of Lisbon shall fail to keep such land free of all noxious weeds, grass exceeding the height of four inches, and rank vegetation.
(b) Each person owning or having charge of any land within the Village of Lisbon shall be required to cut, remove and/or destroy all noxious weeds, grass exceeding the height of four inches, and rank vegetation, on the land owned or controlled by him or her at least one time per month, commencing May 1st through September 30th of the same year.
