945.01   PARK RULES AND REGULATIONS.
   The following rules are hereby adopted as the regulations governing the proper use and protection of park property. “Park,” as used herein, includes “playground.”
   (a)   Public meetings. Persons desiring to hold any public meeting, debate or other gathering (in excess of 100 people), shall request a permit from Village Council so that proper arrangements can be made. Family parties or small groups of picnickers shall not be required to obtain such written permission.
   (b)   Concerts. No person or musical group shall hold any form of musical entertainment on park property without the consent of Village Council.
   (c)   Flags. No person, except with the written consent of Village Council, shall display any banner, flag, target, sign or device for advertising or other purpose on or within park property.
   (d)   Damage. No person shall take, carry away, disturb, molest, destroy, mar, deface, mutilate, mark or damage anything on or within park property.
   (e)   Refuse. No person shall drop or cause to be dropped or throw any paper, lunch box, refuse or litter on or within any park property, but shall place the same in receptacles provided for such purposes.
   (f)   Ball and golf. No person shall throw or bat a hard ball, or drive, putt or play with a golf ball, except at such places as are set aside therefor.
   (g)   Sales. No person shall sell or expose anything for sale within park property or on any sidewalk bounding such property except with written permission of the Village Council.
   (h)   Animals. Without written consent of Village Council no person shall take or permit a dog within any park property unless the dog is held by a leash, chain or cord, nor shall anyone permit other animals of any kind, including horses, cattle, goats, swine and fowl, to run at large within park property, nor shall any such animal be tied to any tree or plant or other object except such as may be particularly provided for such purposes.
   (i)   Firearms. No persons shall carry or discharge firearms, slings, bows or any other device by which persons, animals or birds may be injured or frightened and no one shall throw stones or other missiles within park property.
   (j)   Liquor and beer. No person shall have in his or her possession any kind of intoxicating liquor or beer within park property.
   (k)   Fireworks. No person, except with the written consent of Village Council, shall bring or display any fireworks within park property.
   (l)   Gambling. No person shall operate, gamble or play at any game of chance for stakes within park property without the written consent of Village Council.
   (m)   Fires. No person, other than Village employees, except with the written permission of the Village Council, shall light, make or use any fire within park property, or close to any park fence, gate or other structure. Barbecue and charcoal grilling shall be permitted.
   (n)   Speed. No person shall drive any vehicle over park property except the roadways provided for this purpose in designated areas and on such roadways only at a reasonable speed in view of all the circumstances and in a careful manner. All vehicular traffic through the park areas shall yield the right-of-way to pedestrians. Speed in excess of the following shall be prima-facie evidence of reckless driving: on roads within parks, ten miles per hour.
   (o)   Vehicles. Except by written permission of the Village Council, no person shall give, receive or participate in automobile driver training, nor wash any automobile or other vehicle within park property.
   (p)   Parking lights. No person shall drive or take any vehicle into park property at night unless head and tail lights are lighted, nor park any vehicle within park property at night unless a tail light is lighted, except that tail lights need not be lighted if the vehicle is parked and unoccupied while the passengers are using park facilities or viewing a game or authorized show.
   (q)   Parking time. No person shall park or permit to remain parked an automobile or other vehicle within or on park property after 11:00 p. m.
   (r)   Lakes. No person shall bathe, swim or fish in, or send or throw anything whatsoever into, any of the lakes, pools, streams or fountains, nor in any manner disturb the water fowl, birds or animals, within park property.
   (s)   Horses, etc. No person shall use or ride any horse on park property. Motorcycles and motorbikes shall be permitted in park property only as means of conveyance to and from park property. Riding shall be restricted to main thoroughfares only. Hill climbing is prohibited.
   (t)   Boating or skating. Except by permission of Village Council no person shall place or use any boat, skiff or vessel on the waters of park property, nor shall anyone walk, skate or coast on the ice until Village Council has ascertained the condition of the same and given permission, nor shall anyone sled or coast anywhere on or within park property except where areas have been declared safe by Village Council.
   (u)   Swings. No person shall erect any equipment within a park area without the due authorization of Village Council.
   (v)   Disorderly conduct. Loud, boisterous, threatening, insulting or indecent language or disorderly conduct or behavior, or any act tending to cause a breach of the public peace or the annoyance of the public is prohibited on or within park property.
   (w)   Park signs. Signs posted for specific purposes within any park property become a part of these rules and regulations and any violation of such sign is subject to the penalty provided in Section 945.99.
   (x)   Compliance with rules and regulations. All permits issued by Village Council shall be subject to these rules and regulations and the person to whom such permit is issued shall be bound by these rules and regulations as fully as if the same were set forth in such permits and shall be liable for any loss, damage or injury caused within park property.
   (y)   Display of permit. It shall be the duty of every person claiming to have a permit from Village Council to produce and exhibit such permit upon the request of any authorized person who desires to inspect the same.
   (z)   Resisting officer. No persons shall resist any member of the Police Department in the discharge of his duty, or in any way interfere or hinder or prevent him or any park employee from discharging his duty, nor offer or endeavor to do so; nor in any manner assist any person in custody of any member of the Police Department to escape.
   (aa)   Animals. No person shall molest, disturb, injure or in any way have contact with or throw anything at animal or bird wildlife located within or on the property.
   (bb)   Curfew. No person shall be permitted in any public park after 11:00 p.m., unless he is participating in an activity authorized by the Village.
   (cc)   Driving on unpaved areas. Vehicles may be driven only on the roadways provided.
   (dd)   Closing of parks. Village Council shall have the authority to change the closing and opening hours of all parks, and to close any or all parks when, in its opinion, such changes or closings are necessary to maintain peace and safety and/or preserve and maintain the parks and equipment.
