(a) The various charges specified in this section relate to all new users connecting to the Village's wastewater system that are inside the Village, outside the Village (not part of the County Sewer District) or part of the Columbiana County Water and Sewer District.
(b) A permit and inspection fee of $50 for a residential, commercial, institutional or governmental sewer connection and $200 for an industrial sewer connection shall be paid to the Village at the time application is filed.
(c) In addition to the permit and inspection fee specified in division (a), all new users connecting to the Lisbon sanitary sewer system - either inside or outside the Village shall pay a connection charge of $100 per inch diameter of the building sewer connection. The connection charge is a one-time charge which shall be paid at the time the application is made for the issuance of a sewer permit. The Board of Trustees may authorize the payment of the connection charge to be made in not more than four (4) equal installments. Billings for installment payments shall be included with the regular bi-monthly billings for service charges.
(d) An applicant whose premises is not supplied with water by the Village, but who wishes to use the sanitary sewer services supplied by the Village, shall pay the connection charge based on the estimated maximum rate of flow and in accordance with the schedule listed in division (b) above.
(e) Any applicant whose property does not abut an existing sanitary sewer facility may, at his own expense, construct such trunk and/or lateral facility as directed by the Village. Upon completion of the facility to the satisfaction of the Village such facility shall become the property of the Village and be subject to all rules and regulations applicable. In the event a user is required to construct a sewer line or other facility having a capacity in excess of that needed by the user (minimum size is normally 8 inches in diameter) , the Village shall reimburse the user who builds the sewer line or facility in the amount equal to the amount of construction cost found necessary to provide the excess capacity required by the Village.
(f) An Industrial Wastewater Surveillance Charge is hereby established of $200 per year for each connection discharging industrial wastewater to the sanitary sewer system. Where it has been reported that no industrial wastewater is being discharged, a $50 charge may be levied only once per year to cover the cost of verifying said report. The monies collected from this charge shall be used to cover the cost of making surveys, record keeping, and occasional analytical work necessary for verification of Owner reported results.
