921.04   TAMPERING WITH EQUIPMENT.
   (a)   No person shall, with the intent to cause the escape of water or to destroy or injure property, open, close, or otherwise tamper with any fire hydrant, pipe, meter or other regulatory, operating or measuring device owned or operated by the Village.
   (b)   No person shall tap or otherwise make connection with a fire hydrant, main or pipe used or extended for the transmission of water by the Village.
   (c)   Any person desiring to open, close, tamper with, or otherwise tap or make connection with a fire hydrant, pipe, meter or other device owned by the Village and used or intended for the transmission of water by the Village, shall, at least twenty-four (24) hours in advance, contact the office of the BPA for approval to do so.
   (d)   Any person obtaining the permission of the BPA as required by this section shall be responsible for providing any equipment or device mandated by the BPA such as, but not limited to, any anti-syphon or anti-backflow device.
   (e)   This section shall not apply to anything done by or under authority of the Volunteer Fire Department or the Board of Trustees of Public Affairs or its duly authorized agents.
   (f)   Any person who is found guilty of violating this section shall be guilty of a fourth degree misdemeanor. Each day a violation continues to occur or exist shall be considered a separate offense.
