(a) The refunding by the Village of small amounts of overpayments by individuals to various departments in the Village causes large bookkeeping expenses and other costs to the Village; costs which the State Auditor has advised, may be avoided by the adoption of a retention ordinance.
(b) The Council desires to preserve Village monies and increase efficiency of governmental operations and therefore ordains that any overpayment to a department of the Village not exceeding ten dollars ($10.00) shall be retained by the department and placed in the appropriate account.
