505.15   HARBORING, MAINTAINING, KEEPING OR CONTROLLING ANIMALS WITHIN THE VILLAGE.
   (a)   Except as provided in this section, no person shall harbor, maintain, keep or control a wild, dangerous or undomesticated animal or livestock or poultry, whether within or without a structure, within the Village of Lisbon.
   (b)   For purposes of this section, a “wild”, “dangerous” or “undomesticated” animal shall mean any living wild or potentially dangerous mammal, reptile, fowl or other vertebrate species which is not naturally tame or gentle, but is of a wild nature or disposition and not customarily domesticated, and which because of its characteristics may constitute a danger to people or property if it escaped from secure quarters. A wild, dangerous or undomesticated animal shall include, but not be limited to:
      (1)   All poisonous, venomous or constricting snakes (family Boidae)
      (2)   Bears (family Ursidae).
      (3)   Cheetahs (Acinonyx jubatus).
      (4)   Birds of prey, eagles, falcons, hawks, owls (family Falconidae).
      (5)   Coyotes and coyote-dog hybrids (Canis latrans).
      (6)   Elephants (Elephas maximus and Loxodonta africana).
      (7)   Fox.
      (8)   Hyenas (Hyaena).
      (9)   Jaguars (Panthera onca).
      (10)   Leopards (Panthera pardus).
      (11)   Lions (Panthera leo).
      (12)   Lynxes (Lynx).
      (13)   Pumas, also known as cougars, mountain lions and panthers (Felis concolor).
      (14)   Apes, monkeys, baboons, chimpanzees, gibbons, gorillas, orangutans, siamangs.
      (15)   Raccoons.
      (16)   Skunks.
      (17)   Tigers (Panthera tigris).
      (18)   Wolfs (Canis lupus, Cans rufus or Canus niger).
      (19)   Any viscous dog (Canidae), including those of the pit-bull breed or variety.
      (20)   Wild cats (Felis catus), ocelots (Felis pardalis), margay (Felis weidii).
      (21)   Alligators.
      (22)   Crocodiles.
      (23)   Any fish/aquatic vertebrates that are dangerous to humans.
   (c)   For purposes of this section, “livestock” shall include, but shall not be limited to, horses, ponies, stallions, colts, geldings, mares, sheep, bees, rams, lambs, bulls, bullocks, steers, heifers, cows, calves, mules, jacks, jennets, burros, goats, kids, swine and any animals normally found in the wild state which are being kept for exhibition purposes or as private pets.
   (d)   For purposes of this section, “poultry” shall mean all domesticated fowl and all game birds which are legally held in captivity.
   (e)   It shall not be a violation of this section for any person to harbor, maintain, keep or control a wild, dangerous or undomesticated animal or livestock or poultry within the Village of Lisbon for any of the following reasons:
      (1)   Temporary events such as a circus, fair, parade, sporting event or zoo exhibition where the animals are handled by trained professional caretakers;
      (2)   Retail pet stores, with all proper licenses, located in an appropriately zoned commercial;
      (3)   Any fish or similar aquatic vertebrates bred to remain in a confined body of water;
      (4)   Any domestic, non-farm animal including, but not limited to dogs, cats or ferrets, when properly immunized and licensed as necessary.
   (f)   Whoever violates this section shall be deemed guilty of a minor misdemeanor and fined not more than one hundred dollars ($100.00) for each offense.  A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
