(a) Whenever any person operates a skateboard or like device in violation of this chapter, such skateboard or like device shall be seized by any member of the Lisbon Village Police Department. Such skateboard or like device shall be impounded at the Lisbon Village Police Department for a period of not less than thirty (30) days and not more than ninety (90) days.
(b) Whenever any skateboard or like device has been seized and impounded, written notice or personal notice shall be made by the Police Department to the owner of such skateboard or like device, or, if the owner is a minor under the age of eighteen (18) years, then such notice shall be made to the parent or guardian of the owner of such device. The notice shall contain an explanation for the reason and the circumstances surrounding the seizing and impounding of such skateboard or like device.
