(a) The owner of a structure that the Zoning Inspector determines is vacant shall be in violation of this section, subject to Section 1318.06.
(b) Evidence of vacancy shall include, but is not limited to:
(1) A structure in which the ground floor is not legally occupied by its owners, lessees, or other persons in lawful possession, or at which substantially all lawful business operations have ceased;
(2) Significantly below standard utility usage;
(3) Overgrown and/or dead vegetation;
(4) Accumulation of newspapers, circulars, flyers, and/or mail;
(5) Accumulation of trash, junk, and/or debris;
(6) Broken or boarded up doors and/or windows;
(7) Abandoned vehicles, auto parts or materials;
(8) The absence of window coverings, such as blinds, curtains, and/or shutters;
(9) The absence of furnishings or items consistent with occupation;
(10) Statements by authorities that the structure is vacant or unfit for human inhabitants.
