The requirements of this section shall be applicable to every property in the Downtown Historic District as defined in Section 146.01(e) of this Code of Ordinances in the Village of Lisbon, and to each owner of any property in the Downtown Historic District as defined in Section 146.01(e) of this Code of Ordinances that has a vacant structure, as defined by Section 1318.01(a).
