There is hereby created and established a Planning Commission within the Village of Lisbon, which shall consist of five members as hereinafter provided. The Mayor shall serve as a member of the Planning Commission; one member of the Council, to be elected by a majority vote of the members of Council for the remainder of his or her term as a member of the Council, shall be a member of the Planning Commission; and the Commission shall include two citizens of the Village and one public member to be appointed by the Mayor and approved by a majority vote of the members of the Council for terms of six years each, except that the terms of one of the appointed members of the first commission appointed under this chapter shall be for six years, one for four years and one for two years, and thereafter each appointed member shall be appointed for a term of six years and shall continue in office until his or her successor is appointed.
