1515.01 DEFINITIONS.

   As used in this chapter:

   (a)   “Hazardous materials incident” means any unauthorized spill, release or discharge of any hazardous material into or upon the environment in the Village.

   (b)   “Hazardous material” means any hazardous, toxic, noxious or dangerous substance or material, whether solid, liquid or gas.

   (c)   “Transporter” means the property owner where a hazardous materials incident originates or, if occurring on a public street or other public property, the carrier of the hazardous material, the owner of the hazardous material and/or the individual or entity causing the hazardous materials incident.

   (d)   “Costs” means any expense, including, but not limited to, the expense of manpower and/or replacing, repairing or purchasing supplies, materials, equipment or apparatus, and the evacuation of inhabitants.
