1316.03   NOTICE TO OWNER.
   Whenever the Housing or Fire Inspector finds any building or structure or portion thereof to be an unsafe structure or public nuisance as defined in this chapter, he or she shall give written notice to the owner or owners of record, including, any purchasers under a land sale contract and any persons occupying the building if they are not the owners thereof.  Should the building need to be demolished, notice shall also be given to any other party, including lien holders, who have an interest in the building or structure. The notice shall be written and specifically state the defects that cause the building to be unsafe and shall require the owner within a stated time period to complete specified repairs or improvements or to demolish and remove the building or structure or portion thereof, leaving the premises in a clean, safe, and sanitary condition, such condition being subject to the approval of the Housing or Fire Inspector.
