An imposition of the penalty described in Section 1312.99 shall not preclude the Village Solicitor from instituting an appropriate action or proceeding in law or in equity to restrain, correct, or abate a violation of any provision of this chapter or to prevent the occupancy of a building, structure, or premises contrary to this chapter.
