All fences provided and/or caused to be erected by an owner, agent or occupant shall be constructed of manufactured metal fencing material, wood, masonry, or other inert material. Such fences shall be maintained in good condition, uniform in height, and all metal or wood shall be protected against deterioration by the use of proper paint and other preservative.
