149.16   SUBSTITUTE LABORER.
   (a)   There is hereby created the position(s) of substitute laborer in the Village of Lisbon. The purpose of said position(s) is to create a labor pool to be utilized in the event of absenteeism in the Village Street Department, Water/Sewer Department, or Cemetery Department.
   (b)   The position of substitute laborer(s) shall be compensated at the prevailing part-time laborer rate as per the village payroll ordinance.
   (c)   Each person hired as a substitute laborer shall have their name and address placed on a list in chronological order based on their date of application. Said list shall be updated and reviewed each January.
   (d)   The Supervisor of the Water/Sewer Department or the Sexton of the Cemetery shall, in the event a substitute laborer is needed in their respective department, first contact the Superintendent of the Street Department. If a laborer is available in the Street Department, then that laborer shall be temporarily assigned to either the Water/Sewer Department or Cemetery until such time as the need for a substitute laborer is satisfied. In the event a laborer from the Street Department is temporarily reassigned as set forth herein, said laborer shall continue to be paid at his or her normal rate of compensation.
   (e)   In the event a laborer is not available at the Street Department as set forth in division (d) of this Section, the head of the department needing the substitute laborer shall commence calling persons hired for said position whose name appears on the list provided for in division (c) of this Section. The first person(s) contacted who are ready, willing and able to work, and who meet each of the job requirements on the date contacted shall be utilized. The village shall prepare a list of job requirements which shall be made available to each applicant upon request of the applicant. The village reserves the right to change the requirements from time to time.
   (f)   Any person hired as a substitute laborer shall be under the immediate direction and control of the supervisor of the department to which the substitute laborer is assigned to work. If the work performance of any substitute laborer is unacceptable to the supervisor of the department to which the substitute laborer is assigned to work, the name of the substitute laborer will be removed from the list of substitute laborers and will not be considered for future employment.
   (g)   The following is a list of the job description and requirements:
      (1)   Must be able to do hard manual labor.
      (2)   Must have a valid Ohio drivers license.
      (3)   Must complete the entire application.
      (4)   Must submit a doctor's statement (to be kept on file) that clears person for physical labor.
      (5)   Must be able to work in all types of weather.
      (6)   Must be able to report to work within one hour of being called.
