149.13   EQUAL OPPORTUNITY AFFIRMATIVE ACTION.
   (a)   The Village of Lisbon will take affirmative action to ensure that it will:
      (1)   Recruit, hire, and promote all job classifications without regard to race, color, religion, sex, or national origin, except where sex is a bona fide occupation qualification;
      (2)   Base decisions on employment so as to further the principle of equal employment opportunity;
      (3)   Censure that promotion decisions are in accord with principles of equal employment opportunity by imposing only valid requirements for promotional opportunities;
      (4)   Insure that all personnel actions such as compensation, benefits, transfers, layoffs, return from social and recreational programs will be administered without regard to race, color, religion, sex, or national origin, except where sex is a bonafide occupational qualification. Additionally, the Village intends full compliance with Handicapped and Veterans affirmative action requirements.
   (b)   The successful achievement of a non-discriminatory employment program requires a maximum cooperation between management and employees. In fulfilling its part in this cooperation effort, management is obliged to lead the way by establishing and implementing affirmative procedures and practices which will ensure our objectives; namely, equitable employment opportunity for all. Minority and female employees are encouraged to participate in all Village activities and refer applicants.
   (c)   The Village has designated the Mayor or his designee to direct the establishment of and to monitor the implementation of personnel procedures to guide our affirmative action program. This official is charged with designating and implementing audit and reporting systems that will keep the Village informed on a periodic basis of the status of the equal employment opportunity area.
   (d)   The Supervisory Personnel and Department Heads have been made to understand that their work performance is being evaluated on the basis of their equal employment opportunity efforts and results, as well as other criteria. It shall be a responsibility of supervisors to take action to prevent harassment of employees placed through affirmative action efforts.
